NEW LOCAL RULES EXPLAINED
The M.G.A. has decided to implement the new local rules effective Wednesday January 28th.
Here are the new Local Rules:
1. Players are granted a free drop off all cart paths (shell and concrete) except for holes #25 and #26. This drop was demonstrated by Bill Neal at our seminar and is in compliance with U.S.G.A. rules.
2. Drop areas on holes #13, #15, #18, and #24 are eliminated.
3. All M.G.A. members with an age and handicap equaling 90 may move to the black tees.
NO MORE CHECKS FOR LUNCHEON DATES!
STARTING JANUARY 20TH, THERE IS NO NEED TO BRING A CHECK FOR $16.50. IT WILL AUTOMATICALLY BE ADDED TO YOUR MEMBER ACCOUNT. THE CLUB HAS AGREED TO MEMBER BILL US RATHER THAN WRITING CHECKS ON MEN'S DAY.

PROCEDURE REGARDING NON-POSTING OF SCORES
“The purpose of the USA Handicap System is to make the game of golf more enjoyable by enabling players of differing abilities to compete on an equitable basis…….. The Handicap Committee is responsible for all aspects of the USGA Handicap System and must verify that all acceptable scores are reported and are available for peer review.” (2008-2011 USGA Handicap System Handbook)
Therefore, in order to fulfill the purpose and responsibilities of the USGA Handicap System, it’s very important that all eligible scores are recorded. The Handicap Committee monitors every month the rounds played from the “Starters Report” and the scores that have been posted. MGA members that do not enter the majority of their scores are “red flagged” and will be notified of discrepancies as follows:
1. A listing of these golfers will be posted on the Handicap Committee Bulletin Board indicating the number of rounds played and the number of scores posted. The intention is to have the missing scores posted, using the date of the missing scores, and to remind the golfers to be more diligent in posting their scores.
2. Repeat offenders will be sent a letter alerting them to the majority of their rounds not being posted with the intention as listed above.
3. Continuous repeat offenders will receive a letter indicating their handicap is being adjusted in accordance to Section 10-2 of the USGA Handicap System Handbook.
The Handicap Committee hopes all MGA members post all eligible scores so the purpose of the Handicap System is realized. Please do not hesitate to ask a Committee member any questions you may have on what constitutes an eligible score versus a round that should not be posted.
ENVIRONMENTALLY SENSITIVE AREAS (ESA)
ENVIRONMENTALLY-SENSITIVE AREAS ARE DEFINED BY YELLOW OR RED STAKES WITH GREEN AROUND THE TOP. ENTRY IS PROHIBITED INTO SUCH AN AREA BY LAW. PLAYING A SHOT FROM WITNIN (WHICH INCLUDES THE STANCE) AN ESA IS ALSO PROHIBITED. BREACH OF THIS A 2 STROKE PENALTY. DEC. 33-8/43.
IF THE BALL IS NOT IN THE ESA, BUT STANCE WOULD BE IN THE ESA OR SWING IS IMPEDED BY VEGETATION OVERHANGING THE ESA, YOU ARE ENTITLED TO FREE RELIEF. DROP THE BALL WITHIN 1 CLUB LENGTH OF THE NEAREST POINT OF RELIEF, NOT NEARER THE HOLE.
IF ANY PART OF THE BALL IS IN ESA, YOU MUST TAKE A 1 STROKE PENALTY AND PROCEED UNDER ONE OF THE OPTIONS BELOW.
HERE AT PELICAN POINTE WE HAVE (ESA) AREAS ON HOLE NUMBERS 11, 13, 15, AND 18. PLEASE BE GIUDED BY THE FOLLOWING OPTIONS WHEN PLAYING THESE HOLES.
(1) PLAY A BALL AS NEAR AS POSSIBLE AT THE SPOT FROM WHICH THE ORIGINAL BALL WAS LAST PLAYED.
(2) DROP A BALL BEHIND THE ESA, KEEPING THE POINT AT WHICH THE ORIGINAL BALL LAST CROSSED THE MARGIN OF THE ESA DIRECTLY BETWEEN THE HOLE AND THE SPOT ON WHICH THE BALL IS DROPPED, NO LIMIT ON HOW FAR BACK.
(3) DROP A BALL OUTSIDE THE ESA WITHIN 2 CLUB LENGTHS OF AND NOT NEARER THE HOLE THAN THE POINT WHERE THE ORIGINAL BALL LAST CROSSED THE MARGIN OF THE ESA.

LUNCHEON POLICY
The Board of Directors of the Pelican Pointe Mens Golf Association is clarifying the policy concerning lunch on League meeting days.
If you participate in the golf event and if for any reason you cannot attend the luncheon, you will still be responsible for the cost of the lunch/dinner. We submit a number to the dinning room, based on the sign up sheet and are charged for that number of meals.
If you are unable to stay for the meal, you may go in and the staff will box up your meal to go.
This policy will go into effect for the August luncheon meeting.

WEATHER ALERT PROCEDURES
The following procedures apply to all PPMGA events:
If the lightning alert sirens are sounded (one long blast) during a PPMGA tournament, play will stop immediately and everyone will seek cover.
All players must remain off the course until the all-clear siren sounds (several short blasts), then resume play. If the all-clear siren does not sound within 45 minutes, play is cancelled. If it is a tournament with a luncheon following play, lunch will be served at noon. If there are several stoppages in play, members of the Board participating, in conjunction with the golf staff, will make a decision on the continuance of play; and if necessary, lunch will be delayed to accommodate all players.
Current “rain check” procedures from the Pro Shop will apply.
